Abstract
The rapid growth of digital archives has transformed how information is preserved and accessed. However, the shift from physical to digital preservation brings complex legal and ethical challenges, especially concerning user rights. This article explores the legal frameworks governing user access to digital archives, discusses ethical considerations in balancing openness and protection of intellectual property, and suggests best practices for ensuring fair and responsible use.
