Abstract
Micro, Small, and Medium Enterprises (MSMEs) constitute one of the most vital pillars of the Indian economy, contributing approximately 30% to GDP, driving over 45% of total exports, and providing employment to more than 110 million individuals. Despite their macroeconomic significance, MSMEs in India face persistent financial instability stemming from irregular cash inflows, prolonged receivable cycles, escalating operational costs, and systemic barriers to formal credit access.
This research paper introduces a Cash Flow Stress Index (CFSI) — a composite financial measurement framework developed specifically for Indian MSMEs. The index integrates six critical liquidity and operational variables: Current Ratio (CR), Operating Cash Flow Ratio (OCFR), Receivable Collection Period (RCP), Inventory Holding Period (IHP), Debt-Service Coverage Ratio (DSR), and Working Capital Turnover (WCT). Using secondary data from Reserve Bank of India reports, Ministry of MSME publications, OECD studies, and peer-reviewed financial journals, the study applies ratio analysis and financial index methodology to assess sectoral stress levels.
Findings reveal that delayed receivables account for 35% of total cash flow stress, while rising operational costs and debt repayment obligations contribute an additional 45% collectively. The manufacturing sector exhibits the highest stress levels, followed by retail trade and service enterprises. The paper concludes that adoption of digital financial systems, stronger regulatory enforcement of payment timelines, and improved working capital planning are critical interventions for improving MSME financial sustainability. The proposed CFSI offers a practical diagnostic tool for financial institutions, policymakers, investors, and MSME owners.
