Abstract
Cities in India are growing fast, and so is the amount of data their digital systems produce. Traffic cameras, smart meters, air-quality sensors, and connected vehicles generate continuous streams of information that need to be processed quickly if they
are to be useful. The traditional approach of sending everything to a distant cloud data centre adds delay, consumes a lot of network bandwidth, and raises real concerns about who can see citizens’ data. Edge computing offers a practical answer. By moving computation closer to where data is created – to gateways, base stations, and small servers inside the city itself – it lowers latency, reduces the load on the network, and keeps sensitive data nearer to home.
This review paper studies the role of edge computing in smart cities, with a specific focus on India and on the security and privacy questions that come with it. We bring together work from foundational surveys on edge, fog, and mobile edge computing, recent studies on edge-enabled smart-city applications, and a body of research on
edge security. We organise this material into a clear picture: a reference architecture for smart-city edge systems, the main application areas where edge computing is already being used or is a natural fit, and a structured look at the threats and protective measures that apply at the edge.
The Indian setting is treated as a first-class concern rather than an afterthought. We connect the discussion to the Smart Cities Mission, the Integrated Command and Control Centres now operating in all 100 mission cities, and the institutional and legal framework that governs urban data, including the Digital Personal Data Protection Act, 2023 and the rules notified under it in 2025. The paper closes by identifying open research gaps – interoperability, energy-aware security, trust management, and standardised evaluation – and by outlining directions that build naturally on lightweight cryptography and privacy-preserving computation. The aim is to give students, researchers, and practitioners a single, readable reference that explains
where edge computing helps Indian smart cities, where the risks lie, and what still needs to be solved.
