Abstract—Consolidation is a technique used to optimize the utilization of virtual machines (VMs) in a data center. The objective of this technique is to improve the performace of VMs and reduce energy consumption in the data center. We propose a Virual Ma- chine consolidation algorithm based on balanc- ing energy consumption and quality of ser- vices (QoS). The proposed algorithm selects VMs for consolidation based on their resource usage, QoS requirement, and energy consump- tion. The algorithm makes a decision on which VMs based on the resource availabil- ity and energy con- sumption of the target host. The algorithm also determines the mi- gration decision based on the distance be- tween the source and target hosts, and the QoS requirement of the VM. The proposed algorithm continuously monitors the perfor- mance of the consolidated VMs and adjusts the VM placement and migration decisions based on the evaluation results. The simula- tion results show that the proposed algorithm achieves a better balance between energy con- sumption and QoS than existing algorithms. The proposed algorithm optimizes the utiliza- tion of resources, reduces energy consump- tion, and improves the performance of VMs, which results in cost savings for the data cen- ter.
