Abstract
Entrepreneurship plays a vital role in economic development by promoting innovation, generating employment, and strengthening the MSME sector. In India, both central and state governments have introduced a wide range of schemes to support entrepreneurs through financial assistance, policy incentives, and institutional support. This paper presents a theoretical analysis of major government schemes with a focus on financial accessibility, implementation mechanisms, and their potential influence on entrepreneurial performance. The study examines different forms of financial assistance, including collateral-free loans, subsidies, credit guarantees, and seed funding, and explains how these instruments contribute to business creation, expansion, and sustainability. It also explores the role of implementation structures involving government agencies, financial institutions, and support organizations in delivering these benefits to entrepreneurs. Further, the paper highlights key challenges such as limited awareness, complex procedures, delays in fund disbursement, and low levels of financial and digital literacy, which often restrict effective utilization of these schemes. Accessibility issues, particularly among small and emerging entrepreneurs, are critically discussed to understand the gap between policy design and actual outcomes. The Paper concludes by emphasizing the need for simplified processes, improved awareness, stronger institutional coordination, and enhanced support systems to ensure inclusive and effective delivery of government initiatives. It provides a conceptual foundation for understanding how financial assistance and accessibility can strengthen entrepreneurial development and contribute to sustainable economic growth.
